Technically you don’t “download” a program onto a CD, you burn it. If you just are burning an installer or files, I’d recommend DeepBurner as a free solution.
If you’re trying to burn a disc image (such as .iso or .img) I’d recommend BurnCDCC or DVDDecrypter (it burns as well as rips).
In this situation it sounds like you’re probably trying to burn a bootable password recovery CD such as Ophcrack, in which case you will likely have an image file.

You can’t “get” a Windows password, the encoding algorithm is one way - it encodes what you put in, but there’s no way to decode it. (Windows encodes the password you type in and see if it matches the encoding of the password you typed in when you started the account.) If you forgot your password, you’ll just have to create another account (you’ll have to log into an administrator account - if you forgot the password to that one, you’ll have to reinstall Windows). Not even Microsoft can recover a password.
my friend send me the link for a program called Nero. I’ll have him send it to me and i’ll pass it on to you. I didn’t use it because I bought myself a laptop and the program, similar to what you are looking for, is already installed in the laptop.
if you want to put programs onto cd’s you don’t need a program to do it. you should be able to do it through my computer. on the tab on the left it sould say somewhere there DO YOU WANT TO BURN THESE FILES ONTO THE CD all you have to do is coppy paste the program onto the cd.
